Employees perform a variety of duties on vessels, in terminals, at the maintenance facility, and at the Seattle headquarters.The OpportunityWSDOT is currently seeking a Workforce Development Lead – Terminal. This position is responsible for the management of Workforce Development and Training for the WSF Terminal Department. It is also responsible for all aspects of training and employee development including identifying needs or requirements, developing a fiscal training plan and budget, and maintaining records for and coordinating all training activities for an average of 400 Terminal Employees.What to ExpectAmong the varied range of responsibilities held within this role, you/the Workforce Development Lead – Terminal will:
- Develop, Facilitate, Implement, and instruct required training plans based on training needs.
- Establish comprehensive workforce development plans.
- Coordinate and align scheduling of training, resources, assets, and facilities.
- Interprets and disseminates training requirements and collective bargaining agreements.
- Ensure compliance from all regulatory sources, policies, procedures, and programs.
- Main point of contact for all terminal training needs.
- Plan, Prepare, and execute the annual Terminal training budget.
- Maintain all training records.
QualificationsTo be considered for this opportunity, the following are required:
- Five (5) years of experience in independent development and facilitation of training programs.
- Proficiency in the multiple jurisdiction regulations and standards applicable to training & development regarding:
- Health
- Safety
- Environmental programs.
- Proficiency in safety and health regulations to ensure consistent development of WSF Employees.
- Three (3) years of experience as a trainer or instructor for adult learners.
- Three (3) years of experience with course and curriculum development and implementation.
- One (1) year of experience in developing managing and executing budgets.
- Project management experience.
- Ability to maintain a valid Transportation Worker Identification Card (TWIC).
It is preferred that qualified candidates also have:
- Bachelor’s degree or higher-level education in a field of study such as Public Administration, Business Administration, Change Management, Education, Human Resources, or other related field of study may substitute for three (3) years of experience.
- Two (2) years of work experience specifically attained within the maritime industry involving mariner credentialing, regulatory compliance USCG evaluations, and /or related maritime trades, safety, and compliance.
- Two (2) years of technical trades education experience.
- Train the Trainer certification or training issued or provided by the USCG or other entity.
