Job Description: Minimum Qualifications MINIMUM QUALIFICATIONS:NY HELPS
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIMUM QUALIFICATIONS:To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:Vocational Rehabilitation Counselor Trainee 1: Bachelor’s degree or higher AND EITHER
1. Enrollment in a master’s degree program in rehabilitation counseling, OR
2. Master’s degree or higher in a related degree field*.Vocational Rehabilitation Counselor Trainee 2: Bachelor’s degree or higher AND EITHER
1. Completion of 50% of the coursework toward a master’s degree in rehabilitation counseling, OR
2. Master’s degree or higher in a related degree field* AND completion of one year as a Vocational Rehabilitation Counselor Trainee 1, OR
3. Master’s degree or higher in a related degree field* AND one year of professional work experience in a related field**.Vocational Rehabilitation Counselor:
1) A current Commission on Rehabilitation Counselor Certification (CRCC) credential as a Certified Rehabilitation Counselor (CRC)***, OR
2) Master’s degree or higher in rehabilitation counseling, OR

Continued employment as a Vocational Rehabilitation Counselor is dependent upon maintaining CRC Certification. Failure to maintain CRC Certification will result in removal from employment.Duties Description The New York State Education Department’s (NYSED) Office of Adult Career and Continuing Education Services – Vocational Rehabilitation (ACCES-VR) is seeking candidates for a Vocational Rehabilitation Counselor position in the Hauppauge VR District Office. This office assists persons with disabilities to attain employment, educational, and/or independent living goals. Duties of this position includes, but is not limited to, the following:
- Manage a caseload, including writing case notes and maintaining supporting documentation;
- Determine eligibility;
- Develop employment goals and Individualized Plans for Employment;
- Purchase goods and services as needed for individuals to reach their employment goals;
- Coordinate the resources of the family, community, and specialists; and
- Determine case closure.
Additional Comments CONDITIONS OF EMPLOYMENT: This will be a permanent, competitive appointment or a permanent, non-competitive appointment. Promotions and transfers may change appointees’ negotiating unit. Candidates should be aware that changes in negotiating units may affect their salary, insurance, and other benefits. For 55b/c appointment, candidates must possess the minimum qualifications, a current 55b/c eligibility letter and is subject to verification of applicant eligibility. Verification of enrollment, degree, and/or CRC certificate will be required at the time of interview for all candidates. These positions will require 40% in-state travel.This position may be filled as a traineeship. The starting salary for this position is outlined below. For current New York State employees, salary is based on the candidate’s salary at the time of hire. Candidates appointed at the trainee level will be required to successfully complete the traineeship to advance to the full performance level title and salary.
- $61,437 (Trainee 1 – NS equated to SG-15)
- $68,350 (Trainee 2 – NS equated to SG-17)
- $75,498 (Full Performance level SG-19)
