Specifically, WEPS administers the agency’s Project Labor Agreement, which promotes efficient construction and private sector career opportunities, and its youth and young adult internship programs, which expose the next generation to public service careers. Additionally, WEPS manages and staffs the SFPUC’s Contractors Assistance Center, a free resource for local, small businesses to access and participate on SFPUC contracts, and directs other economic development related initiatives including implementing small business programs on federally funded and regional projects.The Programming Specialist (9774), reporting to the Director of Workforce and Economic Program Services, will support the WEPS team in leading programming initiatives that respond to needs in the San Francisco workforce and small business community to better access, compete, and perform on SFPUC projects. The Programming Specialist will work with the small business and workforce team leads to understand training and support needs and then take lead on developing programming suggestions, implementing approved programs, and managing the administration of the programs and policies.The ideal candidate will be highly motivated, experienced in planning, developing, and implementing programming based on complex analysis, and capable of working with a wide range of people and partners, including City agencies, community partners, contractors, local workers, and small business owners. In this capacity, the Programming Specialist will be responsible for the following:Essential Functions:

  • Working together with the workforce and small business teams, identifying training initiatives, support services, internship opportunities, and other related programming to meet the needs of the San Francisco workforce and small business community to ensure that they are better able to access, compete, and perform on SFPUC projects.
  • Supporting initiatives within San Francisco and San Francisco regional territory impacted by SFPUC water, power, and wastewater delivery with strategic design, implementation, and ongoing management.
  • Supporting with and/or leading program design, including drafting proposals, acting as a liaison and collaborator with community partners, designing and presenting proposals to senior management and SFPUC contractors.
  • Compiling and analyzing information and data regarding current and future workforce and small business needs, and available resources and programming to better determine gaps and potential programming to respond to identified needs.
  • Analyzing and interpreting existing, newly enacted and proposed local, state, federal legislation, and regulation for impact on the department and opportunities for programming.
  • Determining budgetary requirements, planning, and performing economic and/or financial analyses including forecasting, revenue and/or expense projections, pursuing funding for programs, and managing budgetary and reporting requirements related to funding.
  • Developing and employing administrative and organizational policies and practices related to newly implemented and existing workforce and small business programming.
  • Coordinating and working with staff and community partners to improve program quality.
  • Establishing and maintaining effective partnerships, communication, and collaboration with community partners and other City agencies.
  • Designing and maintaining evaluation metrics and tools to monitor program effectiveness.
  • Monitoring and tracking programs to determine program effectiveness and to identify and propose areas for improvement.
  • Preparing complex reports, synthesizing, and presenting data in various ways, including creating tables and graphs, narrative descriptions, and oral presentations and PowerPoints.
  • Developing, managing, and reporting on grants, contracts, MOUs and other interdepartmental or interagency agreements.

Class 9774 performs other related duties as required.QualificationsMinimum Qualifications:1. Possession of a baccalaureate degree from an accredited college or university AND three (3) years of administrative/professional experience in community development, housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR2. Possession of a baccalaureate degree from an accredited college or university with a major in one of the following fields: public or business administration, urban planning, government, social work, education, finance or criminal justice AND two (2) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, criminal justice; OR3. Possession of a Master’s degree from an accredited college or university in public policy, planning, social work, public administration, finance, education, criminal justice, or business administration; AND one (1) year of administrative/professional experience in community development, housing and /or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice; OR4. Possession of a Juris Doctor degree from an accredited college or university AND one (1) year of administrative/professional experience in community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice.SUBSTITUTION:Verifiable administrative/professional experience involving community development, housing and/or housing development, workforce development, finance, education, social work, children/youth work, or criminal justice may substitute for the educational requirement in Minimum Qualification #1 on a year-for-year basis.One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.)   • Experience with developing workforce- and/or small business-related programming.

  • Experience with evaluating program effectiveness and proposing changes to increase effectiveness.
