Job Description: SummaryMetro Transit’s Finance and Administration Division is looking for a highly organized, customer focused, Administrator IV. The Administrator IV is an integral member of the Finance and Administration team, and will perform a critical function across the Division as well as several other Metro Transit Divisions. Metro Transit is funded through King County’s Public Transportation Fund and has a biennial operating budget of over $2 billion, a biennial capital budget of approximately $300 million, and enters into a significant number of contracts annually.The Administrator IV acts as the primary contact for agency staff that includes, Management, Project Managers, Project Control Officers, King County Procurement and Payables staff and others to lead and coordinate the procurement process for Metro, primarily focusing on goods and services. This position may include supervising future staff to enhance procurement and contract administration support. This role will advise on procurement methods, write and review Requests for Proposals (RFPs) and contracts, input data into the Procurement and Payables service request module, and ensure grant compliance with the Metro Grants Unit. Additionally, the role involves participating in proposal review and contract negotiations, as well as developing procurement policies and templates. - Lead, coordinate, advise and facilitate the procurement of goods and services processes for Metro, answering requests for information and assistance and leading specific procurements.
- May supervise assigned staff who will provide additional assistance to the department in both procurement and contract administration functions for goods and services.
- Work with Project Managers, Project Control Officers, and Procurement and Payables staff to identify and advise on the best contracting methods for specific projects.
- Write Requests for Proposals (RFP) for specific goods and services procurements, and review RFPs and contract documents prepared by others.
- Input information into Procurement and Payable’s service request module to facilitate and advance the procurement process.
- Advise on criteria and participate in review and scoring of submitted proposals and contractor selection.
- Lead or assist with contract negotiation, contract finalization and amendments to contracts.
- Work with other agency staff to develop Metro policies and procedures for procurements, including standard work, contract specifications and contract templates.
- Work with Metro’s Grants Unit, the Prosecuting Attorney’s Office and other staff to ensure contract terms and conditions meet granting agency requirements.
- Assist in gathering documentation for audits and public requests for information as needed.
- Work independently, as well as collaboratively with those who are impacted by and/or share the same work product.
- Perform other duties as assigned.
Experience, Qualifications, Knowledge, SkillsWe are looking for candidates who have:
- At least three years of experience working with procurements and contracts or a combination of education and experience that demonstrates an ability to perform the job requirements.
- Strong working knowledge of procurement principles, rules and processes.
- Experience drafting, editing and reviewing Request for Proposal (RFPs) and/or Invitations to Bid
- A working knowledge of contracts, principles of contract administration and contract amendments.
- Can effectively use the Microsoft Office suite of software (Word, Excel, Outlook, and PowerPoint).
- Strong communication, interpersonal, writing and customer service skills
- Ability to perform research, analyze and solve problems
- Ability to work individually and collaboratively as a team member
- Ability to manage your time and adapt to changing priorities, work on multiple priorities and projects simultaneously, meet quick deadlines, and produce timely and quality work products
- Ability to work in a remote work environment at least part of the time
- Have an equivalent combination of experience and education which provides the desired skills, knowledge and ability required to perform the work.
Desired qualifications (not required):
- Experience supervising staff in a procurement/contract administration function.
- Working knowledge of Washington State and Federal government contract terms and conditions.
- Ability to use electronic systems for procurement requests
- Ability to devise new policies and process improvements to improve compliance and workflows
- Experience with LEAN processes and principles
- Knowledge of public transportation systems and operations
